BOOK: Yarbrough, D. B., Shulha, L. M., Hopson, R. K. & Caruthers, F. A. (2011). The Program Evaluation Standards: A Guide for Evaluators and Evaluation Users (Joint Committee on Standards for Educational Evaluation) (3rd ed.). Thousand Oaks: Sage Publ.

With oversight from the Joint Committee on Standards for Educational Evaluation, Yarbrough, Schulha, Hopson, and Caruthers have revised and illustrated this new edition of the Program Evaluation Standards. These thirty standards support the core attributes of evaluation quality: utility, feasibility, propriety, accuracy, and accountability, and provide guidance to anyone interested in planning, implementing, or using program evaluations. The book is an invaluable resource for practicing evaluators, students, evaluation users, and clients.
The third edition is similar to the previous two editions (1981, 1994) in many respects, for example, the book is organized into dimensions of evaluation quality. It also still includes the popular and useful “Functional Table of Standards,” a glossary, extensive documentation, information about how to apply the standards, and numerous case applications.
However, the third edition also has some new features that this six year development process called forth. Most notably, the 3rd edition provides
- extensive rationales for and connections among the individual standards
- integrated illustrations of individual standards in concert with other related standards
- illustrations of the roles played by contexts and cultures in all dimensions of evaluation quality
- a new chapter, “Evaluation Accountability,” that includes three standards highlighting the importance of summative and formative metaevaluation
- comprehensive and thoroughly updated documentation lists for each dimension of quality
- an updated glossary
- appendices containing the previous standard statements (from 1981 and 1994) for scholars who want to conduct comparative research
