Ihre Beantwortung erfordert daher interdisziplinäre Herangehensweisen und die Integration von methodischen Zugängen aus unterschiedlichen wissenschaftlichen Disziplinen. Mittlerweile werden alle wichtigen Programme in diesem Bereich evaluiert. Allerdings ist es immer noch schwierig und manchmal sogar scheinbar unmöglich, die Wirkungen der Aktivitäten zu bestimmen. Infolgedessen wird mitunter der Nutzen einzelner Aktivitäten und manchmal sogar der Nutzen der gesamten Programme in Frage gestellt. Wir sehen im wesentlichen drei Schwierigkeiten in diesem Bereich der Evaluation: — Klassische experimentelle oder quasi—experimentelle Designs für die Beurteilung der Ergebnisse werden aus verschiedenen Gründen nur selten eingesetzt. — Die Ergebnisse alternativer Ansätze sind für die Beteiligten und für die Öffentlichkeit oft nicht überzeugend. — Die Evaluationsergebnisse werden von Praktikern und Behörden oft kaum genutzt. Die beschriebenen Probleme betreffen weite Bereiche der Evaluation, sind aber für die genannten Programme in besonderem Maße relevant. Notwendig sind daher innovative Ansätze, die Forschung und Praxis verbinden und hohe Standards für die Evaluation in schwierigen Kontexten garantieren. In anderen Ländern gibt es zum Teil schon eine längere Diskussion über diese Fragen und interessante Ideen und Strategien wurden entwickelt.
